Other ideas

Some other features id recommend is adding a resource world. You can use Multiverse and set up a world just for mining and such. That way it doesn't mess up the landscape too much in the main world. You can also get plugins to limit items that you can use per world. Like you can only allow miners or quarries in the resource world. You can then reset that world every month or so, depending on use.

You could also get NoItem. It is easy to set up who can build what. Like if you don't want any EE items, you can block them from even being made.

Would multiverse create any more lag then usual?

No Item sounds like a good plugin because there are some items that i would like to block coming up pretty soon.

No it just adds another map. So it is only being used when some one is there. Similar to the neither. You cold couple it with world boarder (I think it's called) and that limits how big the map can be. Then you can allow items per map.
